Final Recommendations

Voiceless and Vulnerable

The Task Force on Protection and Transparency was established by the Board of Trustuees of the Council on Develpmental Disabilities to implement an identified goal within its 2009 Strategic Plan. The Task Force has met over a period of five months to review, discuss, and discern the following recommendations that are intende to protect person with intellectual and developmental disabilities living in state funded residential programs within the Commonwealth of Kentucky. These recommendations require an increased level of governmental transparency in order to insure the safety and well being of its citizens with disabilites.

This over-arching issue of transparency includes, but is not limited to, items such as:

Increased financial transparency with regard to contracts, urce agreements, as well as reimbursement methodologies and cost containment strategies;

An open records process that reflects the intent of the law;

Family and client oriented processes related to the reporting of neglect and abuse;

Public reporting of program investigations and findings when fines and punitive actions are taken.

The Task Force members believe trongly that the Governor must support a culture of transparency within state government (and intellectual and developmental disability programs in particular) and assure constituents that his leadership team is implementing policies and practices that reflect a culture of transparency.     (Continue)
